Poll: Should geneological records be considered for recognition?

When  considering a tribe/entity for state recognition, should they be required to show all documented proof of their existence, including but not limited to

– Birth Records
– Death Records
– Tribal roll membership
– Oral and written testimony validated by a third-party source
– Complete documented family tree/history
